These silver coins were issued to commemorate the enforcement of Japan’s Local Autonomy Law.
Each of the 47 prefectures has its own unique design.

The coins of Saitama Prefecture feature Eiichi Shibusawa and the Bell of Time (Kawagoe City).

Shibusawa Eiichi
Shibusawa Eiichi was born on February 13, 1840 (Tenpo 11), in Chisashima, present-day Fukaya City, Saitama Prefecture. Based at the First National Bank, he devoted his efforts to founding and nurturing approximately 500 joint-stock companies. He also dedicated himself to supporting around 600 social and public welfare projects, including welfare and education, as well as private diplomacy.
He passed away on November 11, 1931 (Showa 6), at the age of 91.

Bell of Time
Kawagoe City still preserves its “Kurazukuri Townscape,” designated a National Important Preservation District for Groups of Traditional Buildings in December 1999. In January 2007, it was selected as one of the “100 Beautiful Historical Landscapes of Japan.”
Kawagoe’s symbol, the “Bell of Time,” was chosen in 1996 for the Environment Agency’s “100 Sounds of Japan We Want to Preserve.”
