These silver coins were issued to commemorate the enforcement of Japan's Local Autonomy Law.Each of the 47 prefectures has its own unique design.The coin of Shimane Prefecture features the peony, the prefecture's flower, in the background, along with the “Otori-osame Chogin” (Imperial Offering Silver) coin, which was manufactured from silver from the World Cultural Heritage Site of Iwami Ginzan.
